War Crimes and Crimes Against Humanity
Russian forces in Ukraine have committed and continue to commit war crimes and crimes against humanity in the occupied regions of Ukraine, in violation of international law and basic human decency. Russian crimes in Ukraine constitute genocide and ethnic cleansing, with Russia’s stated war aims including the elimination of Ukrainians as a separate country, language, culture, and people.
Russian forces targeted residential areas and civil infrastructure in dozens of cities across Ukraine, killing dozens and wounding hundreds. The intentional targeting of civilians is a violation of the laws of war.
Russian soldiers once again recorded themselves killing Ukrainian prisoners of war, this time near Pokrovsk and also Toretsk. The summary execution of POWs is a heinous violation of the laws of war.

Ukraine
Russia continues to launch drone and missile attacks on Ukrainian cities, infrastructure, and military installations, including military school in Poltava where at least 51 were killed and hundreds more wounded; see War Crimes and Crimes Against Humanity.
President Zelenskyy announced a major reshuffling of his Cabinet, dismissing or moving several ministers, most notably including the long-serving Foreign Minister Kuleba.
Russia
Ukrainian forces launched one of their largest long-range strikes against Russian oil and gas facilities of the war, as well as hitting a power station near Moscow, the first such attack thus far.
Russia reportedly reorganized the 1st Donetsk and 2nd Luhansk Army Corps into the 51st and 3rd Combined Arms Armies, part of its ongoing effort to integrate former “rebel” units from the occupied territories.
The Kremlin announced it would change Russia’s nuclear weapons policies in unspecified ways at an unspecified date in response to the West’s support for Ukraine, another example of Russian nuclear saber-rattling.
International
Mongolia declined to arrest Russian dictator Putin during his visit to the country, breaking its obligation to the International Criminal Court who issued a warrant for his arrest last year.
The United States took down several websites related to Russian information operations, and revealed that several notable right-wing influencers had received millions of dollars in payment from the Kremlin.
Iran has reportedly transferred hundreds of ballistic missiles to Russia for use against Ukraine, beginning at an unknown date, escalating calls that the Biden Administration relax restrictions on Ukraine’s use of long-range Western-provided weapons inside Russia.
The United States announced another $250 million aid package for Ukraine, including artillery shells, missiles, and armored vehicles. The Netherlands announced a $90 million aid package including spare parts and missiles for F-16s. Canada announced an aid package including rockets, small arms, and parts for armored vehicles. France announced it would use $1.5 billion generated from frozen Russian assets to purchase equipment for Ukraine. Germany announced a $165 million aid package for 12 artillery vehicles. Britain announced a $210 million aid package including air defense missiles.
