War Crimes and Crimes Against Humanity
Russian forces in Ukraine have committed and continue to commit war crimes and crimes against humanity in the occupied regions of Ukraine, in violation of international law and basic human decency. Russian crimes in Ukraine constitute genocide and ethnic cleansing, with Russia’s stated war aims including the elimination of Ukrainians as a separate country, language, culture, and people.
No especially notable atrocities reported today.
Overview
A prisoner swap resulted in the return of 195 Russian and 205 Ukrainian POWs to their respective sides. This is the first prisoner swap to take place since the still-mysterious downing of a Russian transport aircraft that the Kremlin claims carried 65 POWs, with the downing resulting in the canceling of at least one other prisoner exchange plan.
The Ukrainian government resubmitted a proposed draft law to the Verkhovna Rada (Ukrainian parliament) for approval. Both military and civil leadership have emphasized the need to expand recruitment, including through conscription if needs be, to maintain and expand Ukrainian military capacity in 2024 and 2025.
Germany announced the provision of another aid package to Ukraine, including over 40 vehicles and air defense missiles, amongst other items.
