War Crimes and Crimes Against Humanity
Russian forces in Ukraine have committed and continue to commit war crimes and crimes against humanity in the occupied regions of Ukraine, in violation of international law and basic human decency. Russian crimes in Ukraine constitute genocide and ethnic cleansing, with Russia’s stated war aims including the elimination of Ukrainians as a separate country, language, culture, and people.

Overview
The European Union indicated it would provide at least $5.4 billion to Ukraine shortly from existing funding to cover Ukrainian needs. Officials indicated that the EU would likely reach an agreement on $54 billion in additional funding set to be spent over a period of several years in the coming weeks, after the initial package was delayed by intransigence from Hungary.
