War Crimes and Crimes Against Humanity
Russian forces in Ukraine have committed and continue to commit war crimes and crimes against humanity in the occupied regions of Ukraine, in violation of international law and basic human decency. Russian crimes in Ukraine constitute genocide and ethnic cleansing, with Russia’s stated war aims including the elimination of Ukrainians as a separate country, language, culture, and people.
At least 18 civilians were killed and more than 130 wounded after 41 Russian missiles (half of which were intercepted) targeted Kyiv and Kharkiv and struck several civilian buildings, part of Russia’s ongoing Terror Bombing campaign. The intentional targeting of civilians is a violation of the laws of war.
Overview
A Russian Il-76 transport aircraft was (very likely) downed by Russian or Ukrainian air defenses inside of Russia’s Belgorod Oblast, while carrying 65 Ukrainian POWs according to the Kremlin. If the latter point is true, Russia unlawfully failed to notify Ukraine regarding the POW’s presence, something it has done in the past.
Russian forces conducted a limited raid across the Russo-Ukrainian border north of Kupyansk, west of the Oskil River. There have been some indications that Russia may intend to open a new front along the border in the coming months, though this remains highly uncertain. Both Russia and Ukraine have resisted initiating new major cross-border incursions since the opening days of the invasion.
Germany announced it would transfer six helicopters to Ukraine. Canada announced it would provide 10 river boats to Ukraine. Denmark announced it would provide $13 million for Ukrainian cyberdefense activities.
