War Crimes and Crimes Against Humanity
Russian forces in Ukraine have committed and continue to commit war crimes and crimes against humanity in the occupied regions of Ukraine, in violation of international law and basic human decency. Russian crimes in Ukraine constitute genocide and ethnic cleansing, with Russia’s stated war aims including the elimination of Ukrainians as a separate country, language, culture, and people.
Russia launched another wave of Terror Bombing strikes on Ukraine, targeting civil infrastructure including heating, electricity, and water around Kyiv and Kharkiv, as well as striking residential buildings and killing several civilians. The intentional targeting of civilians and the needless targeting of civil infrastructure is a violation of the laws of war.

Ukraine reportedly retaliated with a limited drone attack around Belgorod, where one person reportedly died, though it is unclear what was targeted.
Ukraine and Russia conducted the largest prisoner of war swap of the war, trading 230 Ukrainian soldiers for 248 Russians. POW swaps have been paused for nearly half a year, with this exchange mediated by the United Arab Emirates. The Institute for the Study of War speculated that the Kremlin may have restarted prisoner swaps in order to distract from recent Russian abuses against Ukrainian POWs, including their employment in combat, use as human shields, and summary execution.
