War Crimes and Crimes Against Humanity

Russian forces in Ukraine have committed and continue to commit war crimes and crimes against humanity in the occupied regions of Ukraine, in violation of international law and basic human decency. Russian crimes in Ukraine constitute genocide and ethnic cleansing, with Russia’s stated war aims including the elimination of Ukrainians as a separate country, language, culture, and people.

No especially notable atrocities reported today.

Daily Conclusion

Ukrainian forces launched a retaliatory strike against Russia following the largest Terror Bombing attack of the war, with the Ukrainian response consisting of at least 70 drones as well as missile artillery aimed at military and defense-related manufacturing facilities in and around Belgorod, Bryansk, Moscow, Tula, and Tver.

The Russian interception rate appears to have been mediocre. Despite being faced with less than half the number of projectiles in the form of smaller, slower drones, the Russian Ministry of Defense stated that only 32 targets were intercepted. At least one important target – one of the largest Russian microelectronics factories, located in Bryansk – appears to have been successfully hit.

As occurred during Russia’s attack, it appears that some of the intercepted Ukrainian projectiles landed in civilian areas, most notably in the city of Belgorod. Casualty figures appear unclear, with the largest claim at around 20 deaths. Russia also claimed that Ukraine fired cluster munitions into Belgorod; this is almost certainly false.

Ukraine has repeatedly emphasized its effort to scale up production of long-range drone munitions, most especially in recent months, in order to counter the asymmetric Russian/Iranian missile/drone threat and to ensure continued access to long-range precision munitions if Western aid remains intermittent. It seems likely that Ukraine may continue and expand these retaliatory strikes if Russian Terror Bombing attacks continue.
