War Crimes and Crimes Against Humanity
Russian forces in Ukraine have committed and continue to commit war crimes and crimes against humanity in the occupied regions of Ukraine, in violation of international law and basic human decency. Russian crimes in Ukraine constitute genocide and ethnic cleansing, with Russia’s stated war aims including the elimination of Ukrainians as a separate country, language, culture, and people.

Overview
President Zelenskyy arrived in Washington, D.C. as part of an effort to secure additional funding for Ukraine, which remains stuck in Congress over Republican arguments regarding border security funding. There, Zelenskyy met with President Biden, Speaker of the House Johnson, Secretary of Defense Austin, and Chairman of the Joint Chiefs of Staff General Brown, amongst others, including military-industrial leaders.
During Zelenskyy’s visit, President Biden announced the provision of another $200 million aid package to Ukraine, one of the last disbursements the Administration can make before funding expires.
United States intelligence reportedly assessed that ongoing Russian offensive operations are aimed at weakening Western resolve to support Ukraine, rather than to achieve any actual battlefield objectives, by “proving” that Russia cannot be worn down and that the war cannot be won.
