War Crimes and Crimes Against Humanity
Russian forces in Ukraine have committed and continue to commit war crimes and crimes against humanity in the occupied regions of Ukraine, in violation of international law and basic human decency. Russian crimes in Ukraine constitute genocide and ethnic cleansing, with Russia’s stated war aims including the elimination of Ukrainians as a separate country, language, culture, and people.

Overview
German Defence Minister Pistorius indicated that Europe would likely fall short of its previous pledge to supply Ukraine with 1 million artillery shells by March 2024. Western efforts to expand arms production and supply have met with mixed success over the past several months, but are continuing in Europe and the United States.
In more positive news, Germany announced the supply of 10 Leopard 1A5s, 14 tracked transports, 18 logistics trucks, 18 UAVs, 18 radars, and more.
Russian dictator Putin approved further laws increasing the Kremlin’s control over – and reducing media coverage of – elections. The war in Ukraine has coincided and in part resulted in an increasingly open authoritarian regime in Moscow.
