War Crimes and Crimes Against Humanity
Russian forces in Ukraine have committed and continue to commit war crimes and crimes against humanity in the occupied regions of Ukraine, in violation of international law and basic human decency. Russian crimes in Ukraine constitute genocide and ethnic cleansing, with Russia’s stated war aims including the elimination of Ukrainians as a separate country, language, culture, and people.

Overview
One civilian freighter – a Liberian-flagged ship due to carry ore to China – was damaged by a Russian missile while entering port in southwestern Ukraine. This appears to be the first civilian vessel attacked by Russia in the area since the opening of Ukraine’s new shipping route.
A Ukrainian strike on a hotel in Skadovsk used as a command post reportedly killed several senior Russian officers.
The European Union indicated that it would pursue the opening of membership talks with Ukraine. Joining the EU has been a key goal of Ukraine since the 2014 Maidan Revolution.
