War Crimes and Crimes Against Humanity
Russian forces in Ukraine have committed and continue to commit war crimes and crimes against humanity in the occupied regions of Ukraine, in violation of international law and basic human decency. Russian crimes in Ukraine constitute genocide and ethnic cleansing, with Russia’s stated war aims including the elimination of Ukrainians as a separate country, language, culture, and people.
Russian forces reportedly beheaded a captured Ukrainian soldier in Donetsk Oblast, before displaying the severed head. The summary execution of POWs and desecration of their corpses is a heinous violation of the laws of war.

The Russian Ministry of Defense is continuing to experience significant senior personnel changes following a purge instituted in the wake of former Minister of Defense Shoigu’s dismissal. It remains to be seen whether these changes will positively or negatively effect the notoriously corrupt and generally incompetent MoD.
International
While Ukraine and its allies met for a peace summit in Switzerland, while Russian dictator Putin traveled east to meet with North Korean dictator Kim Jong-un, where the authoritarians announced a deepening in ties and a treaty of mutual assistance. In response, South Korea announced it would reconsider its previous policy of not providing arms directly to Ukraine.
The United States announced that it would begin delivering new-production air defense missiles (for Patriot and NASAMS) to Ukraine, diverting them from other countries (except for Taiwan and Israel) who had previously ordered interceptors.
The United States announced $1.5 billion in aid for Ukraine, including over $800 million for energy and infrastructure repair and nearly $400 million in humanitarian assistance. Romania announced it would provide Ukraine with another Patriot air defense system.
