War Crimes and Crimes Against Humanity
Russian forces in Ukraine have committed and continue to commit war crimes and crimes against humanity in the occupied regions of Ukraine, in violation of international law and basic human decency. Russian crimes in Ukraine constitute genocide and ethnic cleansing, with Russia’s stated war aims including the elimination of Ukrainians as a separate country, language, culture, and people.

Overview
The Institute for the Study of War assessed that Russian forces have likely managed to replenish their forces enough to allow for reliable rotation of troops, with complaints about the issue sparse since summer of 2023. The lack of rotations was previously severe limitation on Russian forces’ effectiveness in the field and the subject of much contention; however, the ISW also noted that this may not be tenable in the long-term, particularly if Putin continues to avoid a real mobilization effort.
Latvia announced its intention to provide another aid package to Ukraine of undeclared size including shells, artillery, helicopters, drones, and other materiel. Simultaneously, Estonia declared that it would provide Ukraine an aid package worth $1.3 billion, 0.25% of Estonia’s GDP. Eastern European countries – and the Baltic nations in particular (with their long history of Russian oppression) – continue to be amongst the largest per-capita contributors of aid to Ukraine. President Zelenskyy is currently making a visit to the nations, starting with Lithuania, who announced their aid package yesterday.
Polling from the University of Chicago indicates that over 60% of Russians continue to support the war against Ukraine.
