War Crimes and Crimes Against Humanity
Russian forces in Ukraine have committed and continue to commit war crimes and crimes against humanity in the occupied regions of Ukraine, in violation of international law and basic human decency. Russian crimes in Ukraine constitute genocide and ethnic cleansing, with Russia’s stated war aims including the elimination of Ukrainians as a separate country, language, culture, and people.

Overview
Ukrainian agents successfully assassinated a Russian-allied politician and former separatist militant leader Filiponenko in occupied Luhansk. Filiponenko has been accused of committing war crimes, having reportedly organized and personally participated in the torture of Ukrainian POWs in prison camps. This is part of Ukraine’s ongoing effort to target Russian and Russian-affiliated leaders responsible for organizing, directing, or participating in war crimes and crimes against humanity.
Russian dictator Putin is continuing to deflect attention away from the war in Ukraine (and his handling of it) ahead of the 2024 Russian presidential “elections,” indicating that he does not believe the war is a winning issue with the Russian public.
Russia is reportedly forcing countries who previously backed out of arms deals with it under US pressure to return military items previously sold to them, including helicopter engiens from Egypt, Brazil, Belarus, and Pakistan.
